About the Role:

We are seeking an experienced Service Development Manager to lead innovation and improvement within the Counties Manukau Emergency Department.

In this pivotal role, you’ll drive the planning, implementation, and review of new service models and performance initiatives – with a key focus on achieving and sustaining improvements in the Shorter Stays in ED Target.

You’ll work collaboratively with clinical and operational leaders, using data, evidence, and feedback to design responsive, efficient, and culturally grounded services that meet the evolving needs of our community.

Key responsibilities include:

  • Building strong, collaborative relationships with a wide range of stakeholders across the Emergency Department and wider organisation.
  • Leading and coordinating service development initiatives that enhance outcomes for patients, whānau, and caregivers.
  • Ensuring all service models are culturally responsive, equitable, and aligned with Te Tiriti o Waitangi principles.
  • Using evidence and insights to inform service design, improvement, and evaluation.
  • Supporting integrated care pathways and seamless service delivery across teams.

You are a dynamic and strategic leader who brings:

  • At least five years’ relevant experience in a clinical or service development environment.
  • In-depth understanding of the clinical service context and operational challenges.
  • Proven ability in problem solving, priority setting, and strategic planning.
  • Demonstrated experience leading service improvement and change management projects.
  • Knowledge and experience in planning and funding processes.
